The Civil Service Commission-CAR has awarded a Certificate of Recognition to Kalinga State University (KSU) for achieving Maturity Level 2 indicators under the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM). This recognition highlights KSU’s commitment to upholding high standards in human resource management, particularly in the areas of recruitment, selection, and placement. The award ceremony took place today, August 29, 2024, at the university’s alumni center.

The award was presented by Teresita B. Biteng, Director of the Kalinga Civil Service Field Office, and received by KSU President, Dr. Eduardo T. Bagtang. The event was attended by the PRIME-HRM Task Force and university officials.

In his opening remarks, Mr. Jay Lapuz, Supervising Administrative Officer for Human Resource Management, provided an overview of how PRIME-HRM was initiated in the university.

In preparation for this recognition, Director Biteng conducted a PRIME-HRM orientation and training for KSU officials and department heads on June 2, 2023. This training was instrumental in enabling the task force, chaired by the Vice President for Administration and Finance, Dr.Joy Grace P. Doctor to meet the requirements prescribed by the PRIME-HRM.

During her remarks, Director Biteng congratulated KSU for consistently adhering to the Civil Service Commission’s PRIME-HRM standards. On behalf of KSU, Dr. Bagtang expressed gratitude for the continuous support and guidance provided by CSC Assistant Regional Director Ruben U. Wacas and Kalinga Field Office Director Teresita Biteng. He also acknowledged the dedication of the PRIME-HRM Task Force, whose efforts were crucial in earning this recognition.

Dr. Romualdo U. Wacas, Chief Administrative Officer, commended the commitment of KSU’s Human Resource Management Office and reaffirmed the university’s dedication to maintaining compliance in the areas of recruitment, selection, and placement.

Meanwhile, Dr. Rhonda Vail Leyaley, Director for Quality Assurance, expressed her appreciation to the Civil Service Commission for their guidance, noting that the Quality Assurance Office plays a significant role in evaluating KSU’s compliance with PRIME-HRM standards.

The PRIME-HRM program assesses the maturity level of an institution’s competencies, systems, and practices across four key human resource areas: (1) recruitment, selection, and placement; (2) learning and development; (3) performance management; and (4) rewards and recognition.
