KSU-DAGUPAN CAMPUS – The Department of Information and Communications Technology (DICT) has activated a Starlink Satellite unit at KSU-Dagupan, operational as of April 11, 2025. This breakthrough delivers reliable, free internet access to all 1,615 registered students—and extends connectivity to nearby establishments within a 200-meter radius. DICT Kalinga Provincial Officer Ms. Mona Lisa Vizcarra spearheaded coordination efforts in March 2025, conducting an on-site visit to fast-track the satellite’s deployment.
During the Flag Raising Ceremony on April 14, 2025, Administrative Officer Mr. Ronaldo Daluping announced the two-year free internet initiative, heralding it as a “game-changer for academic accessibility and community development.” ICT Campus Coordinator (for this project) Mr. Robert D. Gonzales, who collaborated with DICT’s third-party installers, emphasized the upgrade’s significance: “Four years ago, DICT’s ‘Free Wi-Fi for All’ laid the foundation. Today, Starlink propels our connectivity into the future.”
Campus Administrator Ms. Odette C. Pannogan applauded DICT’s commitment: “This isn’t just about faster Wi-Fi—it’s about empowering our students and bridging the digital divide.” She underscored how the initiative aligns with University President Dr. Joy Grace P. Doctor’s open-door policy, calling it a “crucial step in fostering innovation and inclusive communication.”
