March 31, 2025. Kalinga State University and the Department of Agrarian Reform – Kalinga (DAR Kalinga) have formalized a partnership through a Memorandum of Agreement (MOA) to enhance financial literacy, bookkeeping, and business management skills among Agrarian Reform Beneficiaries Organizations (ARBOs) in Kalinga from March 2025 to December 2030.
KSU’s College of Business Administration and Accountancy (CBAA) will lead capacity-building initiatives by assessing ARBO members’ financial knowledge, conducting targeted training, and evaluating its impact. KSU will coordinate with DAR Kalinga in implementing extension programs, providing resource speakers and training materials, documenting activities, and issuing certificates. While DAR Kalinga will identify ARBO participants, coordinate activities, allocate funding, ensure the security of KSU extension workers, and participate in monitoring and evaluation.

Together with the university president, Dr. Joy Grace P. Doctor and the faculty proponents from the College of Business Administration and Accountancy.
This collaboration aims to strengthen agrarian reform efforts and foster economic resilience among ARBOs through sustainable financial education and business management training.
