Tabuk City, Kalinga – Kalinga State University has triumphantly wrapped up its Indigenous Peoples Empowerment Program, an innovative venture crafted to invigorate Indigenous Peoples (IPs) to take an active role in shaping policy and championing their rights. The event took place at the KSU Cultural Heritage and Edu- tourism Center on November 22, 2024.
This initiative, designed in collaboration with the Office of the Indigenous Peoples Mandatory Representative (IPMR), equipped IP communities with essential insights and resources to skillfully navigate the intricate arena of policy- making.
KSU President Dr. Joy Grace P. Doctor radiated enthusiasm for the program’s achievements, remarking, “This initiative resonates with our university’s dedication to community enhancement and social equity. By uplifting Indigenous Peoples, we not only advance our mission but also pave the way for a fairer and more sustainable tomorrow.”
Project leader Dr. Juan Moshe Duyan articulated that the program’s vision was to amplify policy comprehension among IPs, bolster their advocacy prowess, nurture intercultural conversations, safeguard Indigenous rights, and cultivate resilient communities.
IPMR Benigno A. Duyan conveyed heartfelt appreciation to KSU for its efforts. Aurora Amilig, on behalf of Mayor Darwin Estranero, and Alfredo Balisong, representing Vice Mayor Dick Bal-o, also shared words of encouragement. IPMR Sandra Uyam voiced her enthusiasm and eagerness to implement similar initiatives within her office.
The Indigenous Peoples Empowerment Program encompassed workshops on Indigenous Rights and Laws, Dynamic Leadership and Governance, and Advocacy and Policy Engagement. These enlightening sessions, guided by experts Juan Moshe M. Duyan, Jefferson Backong, and Jane Busaing, empowered IP communities to grasp their rights, cultivate robust leadership, and advocate for their needs. By tackling pressing issues such as land rights, environmental stewardship, and cultural preservation, the program made a significant impact on the realization of Indigenous Peoples’ rights and aspirations.
