Kalinga State University (KSU), represented by the University President, Dr. Eduardo T. Bagtang, has signed a memorandum of agreement with the City Government of Tabuk. The agreement was facilitated through the Sangguniang Panlungsod and the Indigenous Peoples Mandatory Representative (IPMR), represented by City IPMR Benigno Duyan. The signing ceremony took place today, September 2, 2024, at the University Cultural Heritage and Edu-Tourism Center.
The partnership through the project leader, Dr. Juan Moshe Duyan, the new Center Director for the KSU Cultural Heritage and Edu-Tourism Center launches the project titled, “Bridges for Ancestors’ Dreams (B.A.D.): Empowering Indigenous Voices in Policy and Advocacy.” The initiative aims to amplify indigenous voices in matters concerning ancestral domain rights, sustainable development, and local decision-making processes. Through this collaboration, the IPMR is committed to safeguarding the rights and interests of the indigenous community in Tabuk City, while KSU pledges to advance social justice, community engagement, and sustainable development.
The signing was witnessed by university officials, Tabuk City Mayor Engr. Darwin Estranero, Dra. Caroline Agyao-Mangaoang, Atty. Rommel Tomonggao, City Information Officer, MS. Aurora Amilig, Ms. Sandra Uyam (City IPMR of resettled indigenous peoples in Tabuk City), Mr. Placido Alsiyang Jr., and various stakeholders.
KSU President Eduardo T. Bagtang expressed his gratitude to the attendees and provided a historical perspective on the establishment of the University Cultural Heritage and Edu-Tourism Center. Dr. Juan Moshe Duyan highlighted the project’s rationale, emphasizing the benefits it will bring to the Ykalinga community.
City IPMR Benigno Duyan described the collaboration as mutually beneficial, with the City IPMR providing the necessary resources to support the project and KSU contributing its expertise in research, training, and advocacy.
City Mayor Darwin Estranero reaffirmed his commitment to the partnership, stating that it would foster understanding and diversity in cultural interactions, especially among people from various ethnic backgrounds.
Provincial Governor James S. Edduba, represented by Atty. Rommel Tomonggao, voiced his full support for the initiative. He underscored the importance of the LUMIN-AWA development thrust in empowering indigenous communities, ensuring that indigenous voices are heard and respected.
Honorable Congressman Allen Jesse Mangaoang, represented by his better half, Dra. Caroline Agyao-Mangaoang, stressed the importance of centralizing and showcasing Kalinga culture through this partnership, utilizing the KSU Cultural Heritage and Edu-Tourism Center. She also called for collaboration among the City Local Government Unit, the Provincial Government, and the Office of the Congressman to address the center’s needs and ensure its sustainable operation, thereby enhancing tourism.
Mr. Placido Alsiyang Jr. and Ms. Sandra Uyam also voiced their strong support for the partnership, highlighting its potential to benefit the indigenous communities of Kalinga.
